BOARD BILL NO. 292 INTRODUCED BY ALDERMAN JEFFREY L. BOYD An ordinance submitting to the qualified voters of the City of St. Louis two proposed amendments to the Charter of the City of St. Louis amending Sections 29 and 30 of Article XV of the Charter of the City of St. Louis relating to the competitive bidding procedure used by the City of St. Louis to purchase or lease equipment, supplies, and materials; authorizing the City of St. Louis to award contracts to the lowest responsible bidder rather than the lowest bidder on contracts or purchase orders for city supplies, equipment and materials, providing for an election to be held thereon; and for the manner of voting thereat and containing an emergency clause.
