A Contract with Mid-America Regional Council (MARC)
This bill authorizes the City of St. Louis, by and through the Department of Health and Human Services, to enter into a contract with Mid-America Regional Council (MARC), to provide certain Home and Community-Based Services. St. Louis Area Agency on Aging (SLAAA) staff and subcontractors will teach health classes, including Chronic Disease Self-Management classes, Diabetes Self-Management classes, Walk With Ease classes, and other health classes at community locations and virtually. MARC will use Federal funds awarded under the Older Americans Act and non-federal funds to reimburse Area Agencies on Aging in the State of Missouri, including SLAAA. The City of St. Louis is expected to receive approximately $63,624.00 under the agreement.
This bill will have a positive impact on the community by allowing SLAAA and contracted service providers to provide health education classes to older adults and adults with chronic conditions. The classes will teach clients self-management skills, increase activity, and connect them with other services that are vital to health and well-being.

Redevelopment Plan and Blighting Study for the 2011-2125 Locust St. and 2106-2128 Washington Ave. Area
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 2011-2125 Locust St. and 2106-2128 Washington Ave. Area. It is anticipated that there will be at least four projects developed in the Area. The projects will include the renovation of three mixed-use buildings and construction of three new buildings. The uses will be both commercial and residential with parking built into the new structures. In response to LCRA advertisement for proposals, applications for each project will be evaluated, scored, and the LCRA Board will consider designation of redeveloper. The LCRA Board recommends, and this board bill will allow, up to a 10-year abatement based on 90 percent of the assessed value of the incremental improvements.

Signage Plan Overlay District
This Board Bill, recommended by the City of St. Louis Planning Commission, authorizes the creation of a Signage Plan Overlay District (SPD) for the St. Louis City SC Stadium Area. A signage plan overlay district is a zoning tool which allows for specific signage regulations for a defined area which supersede the underlying Comprehensive Signage Control Regulations. In this case the SPD would permit signage around the stadium district which would allow for flexibility in the size, height, type, placement and number of allowed signs to facilitate district wayfinding, cohesion, creativity, and a high-quality built environment which supports the design and architecture of the stadium itself and related facilities. The establishment of this SPD followed the requirements in Chapter 26.68 of the Comprehensive Sign Control Regulations for the creation of Signage Plan Overlay Districts.

General Obligation Public Improvement Bonds
This Board Bill seeks to authorize submission to qualified electors a proposal for the issuance of up to fifty million ($50,000,000) of general obligation public improvement bonds. Utilizing the current property tax levy, there will be no tax increase. With an election due to be scheduled for a redistricting ballot measure in April 2022 there are no additional costs associated with this bill.
If approved, funds raised from the subsequent issuance would be available to use for the following purposes: (1) resurfacing arterial streets and bridges, (2) design and construction of a Public Safety Answering Point (PSAP) a new state-of-the-art Emergency Operations Center combining Police, Fire, EMS, CEMA, and Citizen Service Bureau (3) design and construction of pedestrian and bicycle transportation facilities, (4) maintaining the safety and security of the jails and improving public safety (5) providing match share funds, where applicable and necessary, to utilize funds made available under the American Recuse Plan Act of 2021 and the Infrastructure Investment and Jobs Act of 2021 in furtherance of any of the cited projects herein and, (6) replacing, improving, renovating and maintaining buildings, bridges, and equipment of the City of St. Louis including neighborhood recreation centers and fire houses, and (7) for expenses associated with the issuance of the bonds.
The City’s backlog of unmet infrastructure needs greatly exceed the amount of federal assistance expected by the City in the near future. These funds will enhance the City’s ability to provide matching grant funds to apply for competitive grants and offer the opportunity to begin design work in advance of future federal assistance and secure materials in an effort to mitigate project delays due to supply chain issues.

The purpose of this bill is to authorize the City of St. Louis, by and through the Department of Human Services (“DHS”), to accept a grant award from Washington University, Health Communication Research Laboratory, in the amount of $30,000.00 to cover expenses incurred in the Calling Older adult/disabled Participants to Ensure access to vaccines (COPE) program. DHS, through its St. Louis Area Agency on Aging (SLAAA) division, currently provides Home Delivered Meals to over 2,000 clients. Through COPE, each client will be called to ask about the services they receive, ask if they have been vaccinated, and if not, they will be asked if they would like to be added to the homebound vaccination program. COPE will assist recipients of the Home Delivered Meals with access to vaccines through the homebound vaccination program, providing transportation to vaccine clinics, or following-up with clients regarding vaccine questions. COPE will assist Washington University to fulfill agreements with the National Institutes of Health in getting people connected with the vaccine.

Taxable Industrial Revenue Bonds for Deli Star Corporation
This Board Bill authorizes the issuance of Taxable Industrial Revenue Bonds for Deli Star Corporation, which intends to invest $37 million into a facility at 3049 Chouteau and create (or relocate from Illinois) approximately 325 jobs at an average wage of $66,582 per year. The industrial revenue bond transaction will facilitate:
• 10 years of partial real and personal property tax abatement
• Sales and use tax exemption on qualified construction materials used for leasehold improvements
The Bonds are payable only from the lease revenues paid by the Company or its landlord and not from any City tax revenues. Incentives for this Project are contingent on the Company maintaining 325 jobs at an average wage of $65,582 and entering into a memorandum of understanding with St. Louis Public School District to provide enhanced opportunities for students and recent graduates.
On July 16, 2021, the Board of Aldermen adopted Resolution No. 57 stating its intent to issue the bonds and provide the incentives (subject to passage of this Board Bill when the Board returned from summer recess).

Electric Vehicles for Senior Services Grant
The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), accept a grant award from FORTH in the amount $60,000.00 to cover transportation costs and expenses serving senior citizens in St. Louis through contracting the use of electric vehicles with Northside Senior Center and City Seniors Center from 2021 to 2023. Bill will assist FORTH in fulfilling contractual requirements under its United States Dept. of Energy (DOE) funded project.
This bill authorizes the Director of DHS to accept and approve the appropriation to expend grant funds for the purposes and uses to assist with supporting the use of Electric Vehicles to deliver meals and provide transportation services to senior citizens in St. Louis. FORTH will provide funds to purchase/lease the electric vehicles and cover the cost to install electric charging stations for vehicles used by Northside Senior Center and City Seniors Center. Through the use of electric vehicles, Senior St. Louisans who rely on services from contracting organizations will have access to transportation that will assist in providing meals and transportation for daily errands and appointments.

• Staff time to learn about NEARS, such as
o Taking Environmental Assessment Training Series (EATS) or equivalent training course as identified by NEHA to conduct environmental assessments
o Participating in a NEARS webinar training session
o Attending a regional or national NEARS presentation
• Purchase of environmental sampling/other investigation equipment to build capacity in foodborne outbreak investigation
• Activities that encourage local programs within the state to participate.
This training of Food and Beverage Inspectors at DOH will increase capacity to utilize the CDC NEARS for food-borne illness outbreaks associated with retail prepared food establishments such as restaurants, banquet facilities, schools, and other institutions in order to:
• Identify environmental causes of outbreaks;
• Take follow-up action to reduce or prevent future foodborne illness outbreaks;
• Evaluate the DOH food safety program and make improvements based on established guidelines;
• Develop or modify program policies and/or regulations;
• Focus limited program resources on actions with the highest impact; and
• Meet the Food and Drug Administration’s Retail Food Program Standard 5.

This Board Bill creates the Soccer Stadium Community Improvement District (the “District”).
What the Board Bill Will Do
The Master Redevelopment Agreement among the City, TKFC LC, and the Land Clearance for Redevelopment Authority of the City of St. Louis, approved by Ordinance No. 71109, contemplates that the District will be created upon proper petition to the City. The Master Redevelopment Agreement and this Board Bill contemplate that, subject to approval of the qualified voters (i.e., the owners of real property within the District), the District will impose a 1.0% sales and use tax within its boundaries (the “District Sales Tax”). The revenues from the District Sales Tax will be used to fund certain eligible improvements and services related to the development of a professional soccer stadium and related team facilities, including:
• Remediation of blighted conditions within the District, including demolition and clearance of existing structures;
• Street, sidewalk and lighting improvements throughout the District;
• Storm and sanitary sewer improvements throughout the District;
• Utility improvements throughout the District
• Landscape improvements throughout the District;
• Parking improvements throughout the District; and
• Public safety, marketing and economic development services as permitted by the CID Act.

Expansion of the Port Authority District Boundaries
Overall Purpose/Reasons for the Board Bill
The City of St. Louis Port Authority port district boundaries currently include approximately 6,000 acres, primarily along the City’s 19-mile riverfront. Every other port district in Missouri is coterminous with the boundaries of the city or county (or counties) that created the port district. Examples include Kansas City, St. Louis County and Jefferson County. Expanding the boundaries of the City of St. Louis Port Authority as proposed by Board Bill Number 28 will allow the City of St. Louis Port Authority to qualify for additional federal and state grant programs and to participate in development and infrastructure projects throughout the expanded boundaries, as described below.
What the Board Bill Will Do
Expand the boundaries of the City of St. Louis Port Authority as shown on the map attached as Exhibit A to Board Bill Number 28.
The Impact of the Board Bill to the Community
Over the last 10 years, the City of St. Louis Port Authority has received approximately $1 million from the Port Security Grant Program administered by the Federal Emergency Management Agency for video surveillance along the riverfront and to supplement technology at the Real Time Crime Center. A larger port district will enable the Port Authority to qualify for additional federal and state grant programs, including but not limited to the Port Security Grant Program, for City-wide safety and security enhancements and other eligible purposes.
In 2016, the Missouri General Assembly authorized port authorities to create Advanced Industrial Manufacturing (AIM) zones. Within an AIM zone, a port authority may receive one-half of State withholding taxes attributable to new jobs within the zone. A larger port district will enable the Port Authority to leverage these state funds for a wide range of infrastructure and other development purposes within the AIM zone.
In 2010, the Missouri General Assembly authorized port authorities, with the approval of the Missouri Highways and Transportation Commission and the circuit court, to create Port Improvement Districts upon request of property owners within the boundaries of any proposed district. Similar to a transportation development district or a community improvement district, the qualified voters within a Port Improvement District may elect to impose a sales tax and/or a property tax to fund qualified costs within the boundaries of the Port Improvement District. A larger port district will enable the City of St. Louis Port Authority to make this job-creation program available in more parts of the City.

Increasing Tax Rate for Early Childhood Services and Programming
The reason for the Board Bill is to consent to the request of the City Mental Health Board and place before the voters of the City of St. Louis at the November 3, 2020 election a proposal to increase the tax rate for the community children’s services from the current 19 cents per hundred dollars of assessed valuation to 25 cents, which is the maximum authorized by state statute. Pursuant to Sec. 210.860 the community children’s services fund has been administered by the City Mental Health Board since it’s initial passage in 2004.
The tax increase is desired due to the need to increase early childhood services programming for children aged five years and younger, services which cannot be provided from current funds.
If approved by the voters, the tax would yield approximately $2.3 million dollars annually.

It would repeal the residential street blocking permit requirements and fees, and instead implement requirements and fees for high “volume areas” and low “volume areas”, which are defined in the bill. The bill would remove the one-week cap on extending street blocking permits for containers, and instead require the Director of Streets’ approval for such extensions, as well as implement permit fees for high and low volume areas. The bill would also require justification of sidewalk closures and, when closures occur, the implementation of measures to ensure mobility accommodations.

Building Energy Performance Standard (BEPS)
A. The overall purpose and/or reasons for the bill.
The purpose of the Building Energy Performance Standard (BEPS) bill is to reduce greenhouse gas emissions, drive energy efficiency improvements in its buildings, and boost its economic growth and job creation within the City of St Louis. This bill builds upon the Energy Awareness Ordinance passed in 2017, which requires buildings that are 50,000 square feet and above to report energy and water data annually to the City. The BEPS aligns with the City’s climate goals and its Pathways to 100% Clean Energy report which recommends a BEPS. Pursuing this policy also aligns with the City’s goals in making significant carbon reductions and providing leadership to other cities throughout the American Cities Climate Challenge.
B. What the bill will do.
St. Louis’ BEPS will require large commercial, multi-family, institutional, and municipal buildings (50,000 sq. ft. and above) to reduce energy use in order to meet an energy performance standard by May 2025, which will be reviewed and updated every four years. Performance standards will be set by the Building Energy Improvement Board and measured in the amount of energy used per square foot at the building (site energy use intensity or EUI) and based on building type. Building owners will be required to comply with standards using a free, online ENERGY STAR Portfolio Manager tool. This bill will include the creation of a new Office of Building Performance to oversee the implementation, compliance and enforcement of the existing Building Energy Awareness ordinance (#70474), BEPS, and any future ordinances related to building energy improvement and performance.
C. The main components of the bill and significant provisions. The bill creates a Building Energy Improvement Board with representation from the building industry, utilities, and building owners. The board’s role is three-fold: to oversee a rulemaking process that sets and updates performance standards; to advise, to oversee implementation of the ordinance; and to administer a process for creating alternative compliance methods for buildings unable to meet the required standards.
D. The impact the bill will have to the community
Passage of this bill will have a positive impact on both economic growth and environmental impact. The Building Division – working with the Board, local utilities, and other partners – will provide as many resources as possible to assist building owners with compliance, including educational opportunities, continued one-on-one assistance with benchmarking, and financial and other resources.

• Cooperate with the Redeveloper to identify and obtain other funding sources, such as assistance from the State of Missouri.

• Creation of a community improvement district and transportation development district (each imposing a 1% sales tax) to assist in funding public infrastructure components of the project.

• Abatement of amusement tax (which is already applicable for this type of project pursuant to Chapter 8.08 of the City Code).
Redeveloper Responsibilities and Obligations
• Acquire the property and construct the project.
• Comply with generally applicable MBE/WBE, competitive bidding, prevailing wage, First Source employment and living wage requirements.
• Keep the stadium and related facilities in good repair.
• Cooperate with the LCRA to identify potential locations for off-site parking that would be beneficial to both fans attending soccer matches and businesses in the downtown west area.
• If the team relocates within 10 years, pay to the City the sum of $15 million reduced by $1.5 million for each year or portion thereof that the team operates within the City.
City/LCRA Responsibilities and Obligations
• Facilitate the incentives described above.
• Cooperate with the Redeveloper to acquire the necessary property.
• Cooperate with the Redeveloper to identify and obtain other funding sources, such as assistance from the State of Missouri.
• Cooperate with the Redeveloper with respect to signage, security, marketing, traffic management, street maintenance, sidewalk utilization, construction staging, etc. in generally the same manner as the City cooperates with the Cardinals and the Blues.
The Impact of the Board Bill to the Community
The Board Bills will incentivize the Redeveloper to invest more than $500 million in the City to attract an expansion Major League Soccer franchise and construct a professional soccer stadium and related team facilities.

Gun Background Check
An ordinance establishing reporting requirements for dealers selling firearms to report failures of a background check system when a firearm purchase is denied within the limits of the City of St. Louis. In 2018, there were 1,419 aggravated assaults with a firearm in the City of St. Louis. To date, there have been more than 1,700 aggravated assaults with a firearm in the City. The increased use of guns and the flow of illegal guns into the City has negatively impacted the overall safety of the residents. Additionally, the State of Missouri does not require a background check prior to the transfer of a firearm between unlicensed parties. The State also does not require firearms dealers to obtain a state license. In Missouri, all firearm transfers by licensed dealers are processed directly through the National Instant Criminal Background Check System. If an applicant fails the National Instant Criminal Background Check System, there are no reporting requirements regarding the failed background check. This ordinance creates reporting requirements for those instances.

An Ordinance, recommended by the Board of Public Service of the City of St. Louis (the "Board of Public Service"), establishing a public works project for the Traffic Management Enhancements – Phase 3 which improves upon the means for the City to manage traffic and safety within the transportation network including the establishment of a new Real-Time Transportation Intelligence Center located at 1915 Olive Street (the “PROJECT”); authorizing and directing the City of St. Louis (the "CITY"), by and through its Board of Public Service, to let contracts and provide for the design, construction, materials, and equipment for the PROJECT; authorizing the Board of Public Service to employ labor and consultants, pay salaries, fees and wages, as necessary for completion of the PROJECT, and to enter into supplemental agreements with the Missouri Highway and Transportation Commission, Federal Highway Administration, utilities, railroads, and other governmental agencies as necessary for completion of the PROJECT, all in accordance with the federal Transportation Equity Act for the 21st Century (23 U.S.C. § 110, et seq.), these agreements may include, but are not limited to, sections for: description of the work, material guarantees, estimated expenditure allocations, fund reversion authorization, applicable federal and state wage rate requirements, equal opportunity provisions, the Mayor’s Executive Orders, and contract advertising statutes; requiring that all work provided for herein shall be carried out in accordance with detailed plans and specifications adopted and approved by the Board of Public Service before bids are advertised therefor; directing that all construction contracts let by authority of this Ordinance provide for federal and state prevailing wage requirements, including prevailing wage holiday and overtime pay, and compliance with all applicable statutes of the State of Missouri (Sections 290.210 through 290.340 of the Revised Statutes of Missouri 2000, as amended), the City Charter, City ordinances including the “Complete Streets Policy” (City Ordinance 69955), when applicable, and the Revised Code of the City, as amended; requiring all specifications approved by the Board of Public Service and contracts let by authority of this Ordinance shall provide for: compliance with the Mayor’s Executive Orders on Equal Opportunity and maximum MBE/WBE/DBE utilization goals, except when superseded or prohibited by federal or state law or regulation; requiring that all contractor’s shall comply with the provisions of Sections 285.525 through 285.555 of the Revised Statutes of Missouri 2000, as amended, by requiring enrollment and participation in a federal work authorization program and agreeing not to knowingly employ unauthorized aliens; requiring that all contractor’s shall comply with the provisions of Section 292.675 of the Revised Statutes of Missouri 2000, as amended, by providing a ten-hour Occupational Safety and Health Administration construction safety program for their on-site employees; requiring that all contractor’s shall comply with the provisions of Section 34.057 of the Revised Statutes of Missouri 2000, as amended, (Prompt Payment/Retainage), as applicable; requiring the furnishing of a bond by every contractor on this public works project pursuant to the provisions of Section 107.170 of the Revised Statutes of Missouri 2000, as amended; requiring compliance with Section 34.353 of the Revised Statutes of Missouri 2000, as amended (Domestic Product Procurement Act – Buy American); requiring all advertisements for bids pursuant to this Ordinance be subject to the provisions of Section 8.250 of the Revised Statutes of Missouri 2000, as amended; appropriating the total estimated cost of the PROJECT of Three Million, Eight Hundred Thousand Dollars ($3,800,000.00) from various sources including the Federal Highway Administration Moving Ahead for Progress in the 21st Century (MAP-21), and various sources including the Metropolitan St. Louis Police Department, Downtown STL, Inc., and the Laclede Group; authorizing and directing the Comptroller of the City to draw warrants from time to time and disburse funds appropriated by this Ordinance and to receive and disburse grant funds in accordance with the Transportation Equity Act of the 21st Century (23 U.S.C. § 110, et seq.) upon the signature and certification of vouchers by the President of the Board of Public Service; and containing a public work emergency clause.
