BOARD BILL NO. 112_ INTRODUCED BY ALDERMAN TERRY KENNEDY An Ordinance recommended and approved by the Board of Estimate and Apportionment authorizing and directing the Director of Airports and the Comptroller of the City of St. Louis (the “City”) to enter into and execute on behalf of the City the Lambert-St. Louis International Airport® Restated and Amended Concession Agreement (Display Advertising) (AL-22) (the "Concession Agreement"), between the City and Clear Channel Outdoor Inc., d/b/a Clear Channel Airports (the "Concessionaire"), a corporation organized and existing under the laws of the State of Delaware, granting to the Concessionaire the non-exclusive right, license, and privilege to design, construct, operate, manage, and maintain a Display Advertising Concession within the premises as described in the Concession Agreement, subject to and in accordance with the terms, covenants, and conditions of the Concession Agreement, which was approved by the Airport Commission and is attached hereto as ATTACHMENT “1” and made a part hereof; providing that the provisions set forth in this Ordinance shall be applicable exclusively to the Concession Agreement; containing a severability clause; and containing an emergency clause.

BOARD BILL NO. 101 INTRODUCED BY ALDERMAN TERRY KENNEDY An Ordinance recommended by the Board of Estimate and Apportionment authorizing and directing the Director of Airports and the Comptroller of the City of St. Louis (the "City") to enter into and execute on behalf of the City the “First Amendment To Lease Agreement” (the “First Amendment”) to the Lambert-St. Louis International Airport® Lease Agreement AL-542 between the City and Airport Terminal Services, Inc., commencing November 1, 2008, and authorized by City Ordinance No. 68117, approved October 6, 2008 (the “Agreement”); the First Amendment, which is attached hereto as ATTACHMENT "1" and made a part hereof, was approved by the City’s Airport Commission, and its terms are more fully described in Section One of this Ordinance; containing a severability clause; and containing an emergency clause.

BOARD BILL NO. 18 INTRODUCED BY ALDERMAN FRED WESSELS An ordinance intended to eliminate, reduce and remedy discrimination in housing, employment, education, services, public accommodations, and real property transactions and uses, to provide equal opportunity enforcement, and to bring the laws of the City of St. Louis into substantial compliance with the Federal Fair Housing Act by repealing ordinance 62710 and enacting in lieu thereof an ordinance amending and restating the previous ordinance, and containing a penalty clause, a savings clause, a severability clause, a clause providing for judicial review, a clause providing for liberal interpretation of this ordinance, and an emergency clause.

An ordinance repealing Ordinance 66922 pertaining to certain street closings and enacting a new ordinance in lieu thereof authorizing and directing the Director of Streets to temporarily close, barricade or otherwise impede the flow of traffic on McCausland Avenue by blocking said traffic flow at a point 156 feet west of the west curb line of Chippewa Street and containing an emergency clause.

An ordinance approving a Redevelopment Plan for the 7000-42 Mardel Avenue, 7001-41 Lindenwood Ave., & 3815 McCausland Ave. Area ("Area") after finding that the Area is blighted as defined in Section 99.320 of the Revised Statutes of Missouri, 2000, as amended, (the "Statute" being Sections 99.300 to 99.715 inclusive), containing a description of the boundaries of said Area in the City of St. Louis ("City"), attached hereto and incorporated herein as Exhibit "A", finding that redevelopment and rehabilitation of the Area is in the interest of the public health, safety, morals and general welfare of the people of the City; approving the Plan, dated May 24, 2005, for the Area ("Plan"), incorporated herein by attached Exhibit "B", pursuant to Section 99.430; finding that there is a feasible financial plan for the development of the Area which affords maximum opportunity for development of the Area by private enterprise; finding that no property in the Area may be acquired by the Land Clearance for Redevelopment Authority of the City of St. Louis ("LCRA") through the exercise of eminent domain or otherwise; finding that the property within the Area is unoccupied, but if it should become occupied the Redeveloper shall be responsible for relocating any eligible occupants displaced as a result of implementation of the Plan; finding that financial aid may be necessary to enable the Area to be redeveloped in accordance with the Plan; finding that there shall be available ten (10) year real estate tax abatement; and pledging cooperation of the Board of Aldermen and requesting various officials, departments, boards and agencies of the City to cooperate and to exercise their respective powers in a manner consistent with the Plan.

An ordinance pertaining to the entertainment tax as it applies to boxing matches, shows or exhibitions; providing for establishment of a pilot program to determine incentives to promote, encourage, and attract economic development and tourism through the boxing industry by suspending, from the effective date of this Ordinance to December 31, 2008, from the imposition and collection of the entertainment tax imposed by SECTION TWO of Ordinance 65669 on admission charges to any boxing match, show or exhibitions, requiring the filing of the amount of gross receipts on the admissions to such events and containing a non-savings clause and an emergency clause.
