BOARD BILL NO. 240 INTRODUCED BY ALDERMAN KENNETH ORTMANN An ordinance pertaining to the collection of funds to assist in the City’s efforts to support The BackStoppers Inc; authorizing the Comptroller to establish "The BackStoppers, Inc. Fund" to help provide needed support and financial assistance to the spouses and children of all local and county police officers, firefighters, publicly-funded paramedics and EMTs and volunteer fire protection units, who have lost their lives performing their duty; directing the Collector of Revenue to transfer to the Comptroller any amount of money in excess of the amount due on any water bill, personal property or real estate tax bill in the City of St. Louis which is designated by any person, firm or corporation for the "The BackStoppers, Inc. BOARD BILL NO. 267 INTRODUCED BY ALDERMAN WILLIAM WATERHOUSE An ordinance repealing Section Three of Ordinance 68595 pertaining to the issuance of any package or drink liquor licenses for premises within the boundaries of the Twenty-Fourth Ward Liquor Control District and in lieu thereof containing an exception allowing, during the moratorium period, for the transfer of existing licenses, under certain circumstances, the issuance of a drink license to persons operating a restaurant at a previously non-licensed premises, and allowing package liquor at a certain location; and containing an emergency clause.

BOARD BILL # 225 INTRODUCED BY PRESIDENT LEWIS REED An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to section 92.115 RSMo., the question whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting thereat; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

An ordinance approving a Redevelopment Plan for the 1537-41 Fairmount Avenue & 1553 Kraft Street Area ("Area") after finding that the Area is blighted as defined in Section 99.320 of the Revised Statutes of Missouri, 2000, as amended, (the "Statute" being Sections 99.300 to 99.715 inclusive), containing a description of the boundaries of said Area in the City of St. Louis ("City"), attached hereto and incorporated herein as Exhibit "A", finding that redevelopment and rehabilitation of the Area is in the interest of the public health, safety, morals and general welfare of the people of the City; approving the Plan dated December 13, 2005 for the Area ("Plan"), incorporated herein by attached Exhibit "B", pursuant to Section 99.430; finding that there is a feasible financial plan for the development of the Area which affords maximum opportunity for development of the Area by private enterprise; finding that no property in the Area may be acquired by the Land Clearance for Redevelopment Authority of the City of St. Louis ("LCRA") through the exercise of eminent domain; finding that the property within the Area is unoccupied, but if it should become occupied the Redeveloper shall be responsible for relocating any eligible occupants displaced as a result of implementation of the Plan; finding that financial aid may be necessary to enable the Area to be redeveloped in accordance with the Plan; finding that there shall be available five (5) year real estate tax abatement; and pledging cooperation of the Board of Aldermen and requesting various officials, departments, boards and agencies of the City to cooperate and to exercise their respective powers in a manner consistent with the Plan.

An Ordinance recommended by the Planning Commission on April 5, 2006, to change the zoning of property as indicated on the District Map, from “A” Single-Family Dwelling District to the “J” Industrial District in City Block 4629, so as to include the described parcel of land in City Block 4629; and containing an emergency clause.

An ordinance establishing and creating a Planned Unit Development District for a portion of City Block 4613A (also known as City Block 4613.01) to be known as the "Dogtown Terrace Townhomes Planned Unit Development District".

An ordinance pertaining to the Twenty-fourth Ward Liquor Control District; repealing Ordinance 66773 thereby removing the moratorium on the issuance of liquor licenses in the Twenty-fourth Ward Liquor Control District.

An ordinance recommended by the Board of Public Service to vacate public surface rights for vehicle, equestrian and pedestrian travel in an excess irregular strip of Ellendale adjacent to 7113 St. James Square from St. James Square northeastwardly 148.46 feet to a point in the City of St. Louis, Missouri, as hereinafter described, in accordance with Charter authority, and in conformity with Section l4 of Article XXI of the Charter and imposing certain conditions on such vacation.

An Ordinance recommended by the Planning Commission on February 1, 2006, to change the zoning of property as indicated on the District Map, from “A” Single-Family Dwelling District to the “F” Neighborhood Commercial District in City Block 2781.06, so as to include the described parcel of land in City Block 2781.06; and containing an emergency clause.

An ordinance pertaining to Preservation Review Districts; amending Ordinance 66609 by adding to Exhibit A of such ordinance, which defines the boundaries of the Preservation Review Districts, a new district and containing an emergency clause.
