This Board Bill seeks to authorize submission to qualified electors a proposal for the issuance of up to fifty million ($50,000,000) of general obligation public improvement bonds. Utilizing the current property tax levy, there will be no tax increase. With an election due to be scheduled for a redistricting ballot measure in April 2022 there are no additional costs associated with this bill. If approved, funds raised from the subsequent issuance would be available to use for the following purposes: (1) resurfacing arterial streets and bridges, (2) design and construction of a Public Safety Answering Point (PSAP) a new state-of-the-art Emergency Operations Center combining Police, Fire, EMS, CEMA, and Citizen Service Bureau (3) design and construction of pedestrian and bicycle transportation facilities, (4) maintaining the safety and security of the jails and improving public safety (5) providing match share funds, where applicable and necessary, to utilize funds made available under the American Recuse Plan Act of 2021 and the Infrastructure Investment and Jobs Act of 2021 in furtherance of any of the cited projects herein and, (6) replacing, improving, renovating and maintaining buildings, bridges, and equipment of the City of St. Louis including neighborhood recreation centers and fire houses, and (7) for expenses associated with the issuance of the bonds. The City’s backlog of unmet infrastructure needs greatly exceed the amount of federal assistance expected by the City in the near future. These funds will enhance the City’s ability to provide matching grant funds to apply for competitive grants and offer the opportunity to begin design work in advance of future federal assistance and secure materials in an effort to mitigate project delays due to supply chain issues.

The proposed bill would repeal Ordinance Numbers 66419, 68404 and 69429, which pertain to the possession of marijuana and paraphernalia. The bill would also update local enforcement priorities, and probable cause and reasonable suspicion standards, and disciplinary standards to harmonize City policy with Article XIV of the Missouri State Constitution.

The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), accept a grant award from FORTH in the amount $60,000.00 to cover transportation costs and expenses serving senior citizens in St. Louis through contracting the use of electric vehicles with Northside Senior Center and City Seniors Center from 2021 to 2023. Bill will assist FORTH in fulfilling contractual requirements under its United States Dept. of Energy (DOE) funded project. This bill authorizes the Director of DHS to accept and approve the appropriation to expend grant funds for the purposes and uses to assist with supporting the use of Electric Vehicles to deliver meals and provide transportation services to senior citizens in St. Louis. FORTH will provide funds to purchase/lease the electric vehicles and cover the cost to install electric charging stations for vehicles used by Northside Senior Center and City Seniors Center. Through the use of electric vehicles, Senior St. Louisans who rely on services from contracting organizations will have access to transportation that will assist in providing meals and transportation for daily errands and appointments.

An ordinance establishing and creating a Planned Unit Development District for City Blocks 1868.00, 1880.00, & 1881.00 to be known as the "Veterans Community Project Planned Unit Development District" and containing a Severability Clause and an Emergency Clause.

The purpose of this ordinance is to amend Ordinance 70892 regarding small wireless facilities to prohibit installation of such facilities within segments of the right-of-way adjacent to the frontage of a parcel in the single-family “A” zoning district. It only makes changes to the such ordinance, as codified, in Sections 23.59.040.A.1 and 23.59.040.A.2.

The proposed bill would create the honorary street name Kim Massie Way, beginning at the intersection of North Broadway and Convention Plaza and running south on North Broadway to the intersection of North Broadway and Lucas Avenue.

This Board Bill seeks the approval of a competitive Lead Hazard Reduction Grant in the amount of Two Million, Five Hundred and Twenty Thousand ($2,520,000) received by the Community Development Administration (CDA) from the U.S. Department of Housing and Urban Development (HUD). Funding from the grant will allow for CDA, the Building Division and Department of Health to continue efforts in reducing lead poisoning and will also allow for the remediation of lead hazards from 210 units of housing.

This bill will require that construction and renovations governed by the International Existing Building Code, (Ordinance 70797) provide Electric Vehicle Ready electric supply (EV Ready) or Electric Vehicle Charging Equipment (EVSE) in amounts provided by the ordinance. In specific applications, the installation of electric vehicle supply equipment (EVSE) will be required. The definition of EV Ready for the purpose of this bill is defined as designing and constructing or renovating a building in a way that facilitates and optimizes the installation of electric vehicle supply equipment during Level 3 alterations. The ordinance does not require the construction of parking beyond what is required by the Zoning Code. Physical requirements for an EV ready location consist of the following: an adequately sized electrical service supply, conduit and conductor from the electric service panel to a termination point and branch circuit capacity for a 208/240V 50A dual pole circuit breaker. In the scenario where EVSE is to be installed per the respective parking requirements, a list is provided for the required number of Level II ‘chargers” to be installed in conjunction with the requirement for the number of spaces to EV ready for future expansion. This bill will empower the City of St. Louis to prepare for the future of electric vehicles and the growing demand for electric vehicle charging as the electric vehicle fleet increases. Numerous positive benefits are an outcome of transportation electrification, such as reduced air pollution and carbon emissions, workforce development for electricians and reduced operating costs over the lifetime of the vehicle.

The definition of EV Ready for the purpose of this bill is defined as designing and constructing a dwelling in a way that facilitates and optimizes the installation of electric vehicle supply equipment during construction and Level 3 alterations. The ordinance does not require the construction of parking beyond what is required by the Zoning Code. Physical requirements for an EV ready location consist of the following: an adequately sized electrical service supply, conduit and conductor from the electric service panel to a termination point and branch circuit capacity for a 208/240V 50A dual pole circuit breaker. This bill will empower the City of St. Louis to prepare for the future of electric vehicles and the growing demand for electric vehicle charging as the electric vehicle fleet increases. This Board Bill eliminates the Maryland Plaza North, Convention Center Hotel, 1141-1151 South Seventh Street, 1312 Washington and MLK Plaza Special Allocation Funds for these Tax Increment Financings (TIFs) because the City payed off and retired the Notes/Bonds for said TIFs. The Special Allocation Funds will pass through any PILOTs and EATs captured to the statutory Taxing Jurisdictions.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

This Board Bill authorizes and directs the Mayor and Comptroller of the City of St. Louis to execute, upon receipt of and in consideration of the sum of “Two Hundred and Fifty Dollars ($250.00), a Quit Clair Deed to forever quit-claim unto the Veterans Community Project a certain City-owned property located at 3724 Aldine, in the City of St. Louis, Missouri.

An Ordinance recommended by the Planning Commission on June 3, 2020, to change the zoning of property as indicated on the District Map and in City Block 5522, from “A” Single-Family Dwelling District and “H” Area Commercial District to the “H” Area Commercial District only, at 5720 DeGiverville Avenue, so as to include the described parcel of land in City Block 5522; and containing an emergency clause.

This Board Bill authorizes the Board of Elections to accept the Center for Tech and Civic Life (the “CTCL”) Covid-19 Response Grant of $1,034,200.00 to provide financial assistance to local election officials (“LEOs”) for expenses incurred between June 15, 2020 and December 31, 2020, associated with the safe administration of election responsibilities, including safe election day administration; poll worker recruitment, training and safety efforts; voter education and outreach for safe voting policies and procedures; and expanding and maintaining early in-person voting sites and expedited and improved vote-by-mail ballot processing. The grant limits reimbursement to expenses incurred between June 15 and December 31, 2020, in accordance with an assessment called “Safe Voting Plan” prepared by the STL BEC. The grant precludes supplanting previously appropriated funds to BEC or the reduction in budgeted funds to the BEC during the term of this grant unless CTCL grant funds are to be returned.

This Board Bill, in accordance with Article XXV Section 1 of the St. Louis City Charter, and upon being recommended by the Board of Estimate and Apportionment, amend the duties of the Division of Corrections and Department of Health & Hospitals. It would direct the Commissioner of Corrections to begin the process of closing the St. Louis City Medium Security Institution (MSI), also known as the Workhouse, as a detainee center. This Board Bill would direct the Board of Public Service and the Commissioner of Corrections to evaluate the City Justice Center to determine if more detainees could safely be held there and to perform a study of the Medium Security Institution to determine the feasibility of repurposing and to evaluate the ongoing costs of any plan to permanently close the facility. It would direct the Commissioner of Corrections to contact surrounding facilities to determine the per day cost of outsourcing the housing detainees in St. Louis City custody; a requirement for the Department of Personnel to interview corrections officers of the workhouse for open positions in city government. It requires the Department of Health to develop criteria for the hiring of social workers to be assigned to detainees with mental health issues and their families, and to be employees of a newly formed Division of Recidivism Reduction. This board Bill would create a fund to be allocated to neighborhoods with high violent crime rates to be appropriated annually through neighborhood participatory budgeting process; upholding the City’s statutory requirement to detain individuals remanded to the City of St. Louis through the court system. It would direct the Criminal Justice Coordinating Council to provide data as requested by the Board of Aldermen or any department or division of City Government facilitating the closure of the Medium Security Institution facility. It would also direct the Budget Director to analyze the net cost savings to the general fund if MSI is no longer operated as a detainee facility; and it contains an emergency clause.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 5078, 5080-5090 Delmar Blvd. Redevelopment Area. This Board Bill will allow ten years of tax assurances and a sustainability impact statement and authorizes the advertisement for redevelopers of the Area. This Area includes an unoccupied commercial property to be rehabilitated.

The purpose of the bill is to establish a Community Improvement District (“CID”) known as the Forest Park TOD Community Improvement District.

An Ordinance recommended by the Planning Commission on April 1, 2020, to change the zoning of property as indicated on the District Map and in City Block 5051.01 from “B” Two-Family Dwelling District to the “H” Area Commercial District, at 614 Lake Avenue, (currently 5165 Washington Place), so as to include the described parcel of land in City Block 5051.01; and containing an emergency clause.

The proposed bill authorizes the installation of an honorary street sign, Alderman Samuel Moore Way, at the intersection of Garfield Avenue and Newstead Avenue.

This bill is intended to update the City’s Environmental and Demolition ordinances to protect the health and welfare of those engaged in commercial demolition work within the City of St. Louis’s limits as well as the public health of those who live and work near demolition sites and protect the citizenry from dangerous airborne contaminants. The bill also updates fees and penalties to achieve its goal.

A. The overall purpose and/or reasons for the bill. The purpose of the Building Energy Performance Standard (BEPS) bill is to reduce greenhouse gas emissions, drive energy efficiency improvements in its buildings, and boost its economic growth and job creation within the City of St Louis. This bill builds upon the Energy Awareness Ordinance passed in 2017, which requires buildings that are 50,000 square feet and above to report energy and water data annually to the City. The BEPS aligns with the City’s climate goals and its Pathways to 100% Clean Energy report which recommends a BEPS. Pursuing this policy also aligns with the City’s goals in making significant carbon reductions and providing leadership to other cities throughout the American Cities Climate Challenge. B. What the bill will do. St. Louis’ BEPS will require large commercial, multi-family, institutional, and municipal buildings (50,000 sq. ft. and above) to reduce energy use in order to meet an energy performance standard by May 2025, which will be reviewed and updated every four years. Performance standards will be set by the Building Energy Improvement Board and measured in the amount of energy used per square foot at the building (site energy use intensity or EUI) and based on building type. Building owners will be required to comply with standards using a free, online ENERGY STAR Portfolio Manager tool. This bill will include the creation of a new Office of Building Performance to oversee the implementation, compliance and enforcement of the existing Building Energy Awareness ordinance (#70474), BEPS, and any future ordinances related to building energy improvement and performance. C. The main components of the bill and significant provisions. The bill creates a Building Energy Improvement Board with representation from the building industry, utilities, and building owners. The board’s role is three-fold: to oversee a rulemaking process that sets and updates performance standards; to advise, to oversee implementation of the ordinance; and to administer a process for creating alternative compliance methods for buildings unable to meet the required standards. D. The impact the bill will have to the community Passage of this bill will have a positive impact on both economic growth and environmental impact. The Building Division – working with the Board, local utilities, and other partners – will provide as many resources as possible to assist building owners with compliance, including educational opportunities, continued one-on-one assistance with benchmarking, and financial and other resources.

The City of St. Louis is the owner of certain real property located at 1485-1487 South Vandeventer Avenue, St. Louis, Missouri 63110 (the “Property”). The Property currently sits as a vacant lot. The Transgender Memorial, LLC plan to purchase the Property from the City to preserve the Transgender Memorial Garden of St. Louis in perpetuity as a memorial to murdered Trans people, a green space with a grove, a gathering space for Trans and LGBTQ community, and the greater community of the Grove and St. Louis. The proposed Bill will have a positive impact on the community, as it will help beautify the neighborhood and surround areas.

Board Bill Number 191 is designed to amend the City's temporary food permit process set forth in Ordinance 68597.

The purpose of this bill is to commemorate the re-designation of the Department of Health of the City of St. Louis as a Health Care Component of the Hybrid Entity of the City of St. Louis. The City has been designated a Hybrid Entity pertaining to the Health Insurance Portability and Accountability Act of 1996, P.L. 104-91, as amended (hereinafter HIPAA). Designating the Department of Health as a Health Care Component by amending Ordinance #68109 commemorates the determination by the Director of Health that the Department of Health as currently operating is a Covered Entity as defined by HIPAA.

An ordinance repealing Ordinance 69427 approved February 21, 2013, and pertaining to City public works contracts, Tax Increment Finance projects and St. Louis Bonded Projects, and workforce diversity, and establishing apprenticeship training, construction workforce development, and a Community Jobs Board, and in lieu thereof establishing a new ordinance pertaining to the same; and containing a severability clause and effective date.

An Ordinance recommended by the Board of Estimate and Apportionment authorizing and directing the issuance and delivery of not to exceed $14,100,000 plus issuance costs principal amount of tax increment revenue notes (Forest Park Transit Oriented Development) Series 20__-A/B, of The City of St. Louis, Missouri; prescribing the form and details of such notes and the covenants and agreements made by the City to facilitate and protect the payment thereof; prescribing other matters relating thereto, and containing a severability clause.

An Ordinance authorizing the execution of a redevelopment agreement between The City of St. Louis, Missouri and Pearl Capital Management, LLC; prescribing the form and details of said agreement; authorizing other related actions in connection with such agreement; and containing a severability clause

An Ordinance designating a portion of The City of St. Louis, Missouri as a redevelopment area known as the Forest Park Transit Oriented Development Redevelopment Area pursuant to the Real Property Tax Increment Allocation Redevelopment Act; adopting and approving a redevelopment plan, adopting and approving a redevelopment project with respect thereto; adopting tax increment financing within the redevelopment area; making findings with respect thereto; establishing the Forest Park Transit Oriented Development Special Allocation Fund; authorizing certain actions by City officials; and containing a severability clause.

An ordinance prohibiting medical and mental healthcare providers from providing conversion therapy, also known as reparative therapy, ex-gay therapy, or sexual orientation and gender identity change efforts to a minor, regardless of whether the provider receives compensation in exchange for such services, and providing penalties for the violation of said prohibition; and authorizing the Director of the Health Department to receive, investigate, and refer to the City 6 BB Counselor for prosecution in municipal court complaints of alleged violations of the provisions of this ordinance, and containing an emergency clause.

An Ordinance to amend the 2018 International Energy Conservation Code; and containing a severability clause, savings clause, and an effective date.

An ordinance authorizing the Mayor and Comptroller of the City of St. Louis to execute, upon receipt of and in consideration of the sum of One Thousand Dollars ($1,000.00) and other good and valuable consideration, a Quit Claim Deed to remise, release and forever quit-claim unto 6005 WESTMINSTER LLC certain city-owned property located in City Block 5423, which property is known by the address of 6001-5 Westminster Place in the City of St. Louis, Missouri

An ordinance authorizing and directing the Director of the Department of Human Services, on behalf of the City of St. Louis, to accept a Grant Award from the Family and Community Trust in the amount of $35,000.00 from the No Kid Hungry Missouri SY19 Summer Special Grant Program and to expend those funds as a part of the City of St. Louis Child and Adult Care Food Program (CACFP) - After School Meal Program and the Summer Food Service Programs (SFSP) starting in the 2019-2020 school year as set forth in the Grant Agreement, attached hereto as Exhibit A; appropriating said funds and authorizing the Director of Human Services, upon approval of the Board of Estimate and Apportionment, to expend such funds as permitted by the Grant Award Agreement; and containing an Emergency Clause.

An ordinance establishing reporting requirements for dealers selling firearms to report failures of a background check system when a firearm purchase is denied within the limits of the City of St. Louis. In 2018, there were 1,419 aggravated assaults with a firearm in the City of St. Louis. To date, there have been more than 1,700 aggravated assaults with a firearm in the City. The increased use of guns and the flow of illegal guns into the City has negatively impacted the overall safety of the residents. Additionally, the State of Missouri does not require a background check prior to the transfer of a firearm between unlicensed parties. The State also does not require firearms dealers to obtain a state license. In Missouri, all firearm transfers by licensed dealers are processed directly through the National Instant Criminal Background Check System. If an applicant fails the National Instant Criminal Background Check System, there are no reporting requirements regarding the failed background check. This ordinance creates reporting requirements for those instances.

An ordinance recommended by the Board of Estimate and Apportionment, making a supplemental appropriation to the Annual Budget Ordinance 70963 for Fiscal Year beginning July 1, 2019 and ending June 30, 2020 amounting to the sum of Eight Million Dollars ($8,000,000) for the purpose of providing funding for the violence prevention alternative program, “Cure Violence,” and containing an Emergency Clause.

An Ordinance amending Ordinance No. 70494; approving and authorizing the execution of a First Amendment to Redevelopment Agreement between The City of St. Louis, Missouri and Pace-Delmar Associates, L.L.C.; authorizing other related actions; and containing a Severability Clause.

An Ordinance recommended by the Planning Commission pertaining to the Zoning Code, Title 26; amending Chapter 26.08 of the Revised Code by adding a cross-reference in the definition section for marijuana related uses; adding a new Chapter to the Zoning Code, Title 26, pertaining to the regulation of medical marijuana facilities and including sections on the purpose, definitions, use regulations and site requirements for Medical Marijuana Facilities, to be codified as Chapter 26.70 of the Revised Code of the City of St. Louis (“Revised Code”); and containing a severability and an emergency clause.

An ordinance approving a Redevelopment Plan for the 5539-5551 Pershing Ave. Area ("Area") after finding that the Area is blighted as defined in Section 99.320 of the Revised Statutes of Missouri

An ordinance amending Ordinance Nos. 64518, 67309, and 68206; authorizing the execution of an Escrow Trust Agreement (“Escrow”) by and between the City and UMB Bank, N.A.; prescribing the form and details of said Escrow; authorizing the release of unnecessary funds from the Argyle Special Allocation Fund (“SAF”) and other related actions; and containing a severability clause.

An ordinance pertaining to parking within the "Skinker-Fauquier Parking District;" establishing the location and restrictions for curb parking in the restricted parking zone within the "Skinker-Fauquier Parking District;" authorizing the placement of Permit Parking Only signs within the District; and prohibiting the parking, within the District, of any vehicle which does not display the authorized permit; containing definitions, a penalty clause and an emergency clause.

An ordinance repealing paragraph (f) of Section Two of Ordinance 62622, approved on May 29, 1992, as amended by Ordinance 63840, approved on July 19, 1996, as amended by Ordinance 64935, approved on May 17, 2000, as amended by Ordinance 68202, approved December 8, 2008 and in lieu thereof a new paragraph is enacted extending the period of time during which the Central West End North Special Business District shall be permitted to collect the tax within the boundaries of the district therein established; and containing effectiveness and emergency clauses.

An ordinance repealing paragraph (C) of Section Two of Ordinance 63777, approved on June 4, 1996, as amended by Ordinance 64546, approved on December 18, 1998, and by Ordinance 68200, approved on June 4, 2008 and in lieu thereof a new paragraph is enacted extending the period of time during which the Cathedral Square Special Business District shall be permitted to collect the tax within the boundaries of the district therein established; and containing effectiveness and emergency clauses.

An ordinance authorizing and directing the Director of the City of St. Louis Department of Health to enter into and execute an Opioid Crisis Response Services Contract with the Missouri Department of Health and Senior Services in order to help to fund some personnel costs, auto travel reimbursement and equipment/supplies for a Crisis Resource Response Team, upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts or otherwise for the Opioid Crisis Response Services Contract purposes and containing an emergency clause.

An ordinance revising The Transparency in Government Law, Ordinance 69707 and Ordinance 70321, codified at Chapter 3.115 of the Revised Code of the City of St. Louis, to require the effective closed captioning of all public meetings of the St. Louis Board of Aldermen, including committee meetings; the Board of Estimate & Apportionment; and the Preservation Board.

An ordinance amending Section 1 of Ordinance No. 62571, pertaining to exemptions from the graduated business license tax, codified as Section 8.07.020 of the Revised Code of the City of St. Louis, by adding a new Subsection 5, to Section 1 of Ordinance No. 62571, creating an exemption from the graduated business license for local farmers selling their agricultural products and products produced therefrom directly to consumers solely at farmers’ markets; and containing an emergency clause.

An Ordinance authorizing and directing the Director of the Department of Human Services, by and through the St. Louis Area Agency on Aging and on behalf of the City of St. Louis, to accept a Grant Award from St. Louis City Senior Services Fund in the amount of $50,000 over the next fiscal year and to expend those funds for the City of St. Louis Benefits Plus program as set forth in the Grant Award Agreement, attached hereto as Exhibit A; appropriating such funds and authorizing the Director of the Department of Human Services, upon approval of the Board of Estimate and Apportionment, to expend such funds as permitted by the Grant Award Agreement; and containing an Emergency Clause.

An ordinance approved and recommended by the Preservation Board and Planning Commission of the City of St. Louis pertaining to the Skinker –DeBaliviere-Catlin Tract-Parkview Historic District; amending Ordinance #57688, repealing and replacing certain standards for the Skinker –DeBaliviere-Catlin Tract-Parkview Historic District as set forth herein.

An ordinance approved and recommended by the Board of Public Service and enacted pursuant to Article XXI of the City Charter and Chapter 523 of the Revised Statutes of Missouri; approving the use of condemnation by the City of St. Louis to acquire a site consisting of about 97 acres in North St. Louis near the intersection of Jefferson and Cass Avenues which is owned in fee simple by LCRA Holdings Corporation (“LCRAH”), which site was chosen for the National Geospatial-Intelligence Agency's new NGA West facility, and which is described more fully in Exhibit A ("Property") and a map of the Property contained in Exhibit B; finding that development of the NGA West facility is in the national interest as well as the interest of the public health, safety, morals and general welfare of the people of the City by continuing the City's ongoing efforts to remedy defective or inadequate street layout, unsanitary or unsafe conditions, and other conditions which negatively impact the public health, safety, morals or welfare at and near the site of the planned NGA West project; finding that acquisition of the Property is required for purposes of national security; finding that there is a plan to put the Property to public use by the government of the United States of America; finding that the Property is unoccupied, but is the location for the planned National Geospatial-Intelligence Agency's new NGA West complex; appropriating funds and authorizing the expenditure of funds for the acquisition of said Property; approving the City's subsequent transfer of title to the Property to LCRAH or to the United States government; authorizing and directing certain actions by City officials; and containing a severability clause and an emergency clause.

All funds collected from change collection containers are to be distributed through a competitive RFP process administered by the Office of the President of the Board of Aldermen, with a selection committee formed in accordance with ordinance 64102 approved July 16, 1997.
