An ordinance recommended by the Board of Public Service to vacate public surface rights for vehicle, equestrian and pedestrian travel in a part of Iowa Avenue beginning at Victor Street and continuing southwardly 210' +/- 6' to a point, a strip of Victor Street being 1.0' +/- 0.25' wide beginning at Iowa Avenue and extending westwardly 127' to a point which intersects the alley in City Block 2084, and a strip of the 20' wide
