An ordinance authorizing and directing the Director of Streets to permanently close, barricade or otherwise impede the flow of traffic on Cadet Avenue by blocking such traffic flow at the east curb line of Kingshighway Boulevard and the flow of traffic on Wichita Avenue by blocking such traffic flow at the east curb line of Kingshighway Boulevard
