An Ordinance for the creation of a disconnected youth task force to study the obstacles to education and employment to disconnected youth in the City of St. Louis, and requiring said task force to compile a report of their findings and recommendations to be submitted to the Mayor and a Board of Aldermen standing committee to be designated by the President of the Board of Aldermen, within one (1) year following the first meeting of the task force.

An Ordinance authorizing and directing the Director of the Department of Human Services, by and through the St. Louis Area Agency on Aging and on behalf of the City of St. Louis, to accept a Grant Award from St. Louis City Senior Services Fund in the amount of $50,000 over the next fiscal year and to expend those funds for the City of St. Louis Benefits Plus program as set forth in the Grant Award Agreement, attached hereto as Exhibit A; appropriating such funds and authorizing the Director of the Department of Human Services, upon approval of the Board of Estimate and Apportionment, to expend such funds as permitted by the Grant Award Agreement; and containing an Emergency Clause.

BOARD BILL NO. 99 PRESIDENT LEWIS E. REED, ALDERMAN JOSEPH VACCARO, ALDERMAN LARRY ARNOWITZ, ALDERWOMAN HEATHER NAVARRO, ALDERWOMAN BETH MURPHY, ALDERWOMAN CAROL HOWARD An ordinance pertaining to the collection of funds to assist in the prevention of domestic violence in support of individuals impacted in the City of St. Louis; authorizing the Comptroller to establish “The Domestic Violence Prevention and Family Support Fund” to provide grants to social agencies who serve victims of domestic abuse, bullying, childhood abuse and sexual assault, and provide education aimed at the prevention of these offenses; authorizing and directing the Director of Airports to install change collection containers adjacent to (and not within) Transportation Security Administration leased premises at agreed upon locations at Lambert-St. Louis International Airport® (“Airport”), which is located in St. Louis County, Missouri, and perform all operations and functions that are incidental or necessary to such installations and to transfer to the Comptroller any money collected from such change collection containers. All funds collected from change collection containers are to be distributed through a competitive RFP process administered by the Office of the President of the Board of Aldermen, with a selection committee formed in accordance with ordinance 64102 approved July 16, 1997. A portion of funds may be used towards costs associated with change collector installation, change collection costs, change collector box maintenance and other incidentals.

BOARD BILL NO. 123 INTRODUCED BY: Alderman Joseph Roddy An ordinance, recommended by the Board of Estimate and Apportionment, authorizing the Mayor of the City of St. Louis, on behalf of the City, to submit a 2018 Annual Action Plan to the United States Department of Housing and Urban Development ("HUD") as required to apply for funding under the Federal Community Development Block Grant ("CDBG"), HOME Investment Partnership ("HOME"), Emergency Solutions Grant ("ESG") and Housing Opportunities for Persons with AIDS ("HOPWA") Entitlement Programs, authorizing and directing the Mayor and the Comptroller on behalf of the City to enter into and execute agreements with HUD for the receipt of 2018 CDBG, HOME, ESG and HOPWA funds, appropriating the sum of Fifteen Million, Six Hundred Twenty-Four Thousand, Three Hundred and Ninety-Eight Dollars ($15,624,398) which the City estimates will be available for the 2018 CDBG Program Year; appropriating the sum of Two Million, One Thousand, One Hundred and Forty-Six Dollars ($2,001,146) which the City estimates will be available for the 2018 HOME Program Year; appropriating the sum of One Million, Four Hundred Ninety-Four Thousand, Six Hundred and Twenty Dollars ($1,494,620) which the City estimates will be available for the 2018 ESG Program Year; and appropriating the sum of One Million, Six Hundred Ten Thousand, Seven Hundred and Thirty-Three Dollars ($1,610,733) which the City estimates will be available for the 2018 HOPWA Program Year, authorizing and directing the Director of the Community Development Administration ("CDA") to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of CDBG and HOME funds, to establish and implement a lump sum drawdown procedure for the purpose of financing property rehabilitation activities, to establish and implement a program to guarantee in whole or in part construction loans from private financial institutions, and/or to establish and implement a procedure for providing financial assistance to CDBG-eligible undertakings through float loan financing, authorizing and directing the Director of the Department of Human Services ("DHS") to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of ESG funds, authorizing and directing the Director of Health and Hospitals to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of HOPWA funds, and directing the Comptroller to issue warrants thereon upon the City Treasury; and containing an emergency clause.

BOARD BILL NO. 53 INTRODUCED BY ALDERWOMAN HOWARD An ordinance directing the Department of Public Safety, starting in 2018, to move the City of St. Louis' National Night Out from the first Tuesday of August to the first Tuesday of October.

BOARD BILL NO. 290 INTRODUCED BY ALDERWOMAN CHRISTINE INGRASSIA, ALDERMAN JACK COATAR An ordinance recommended by the Board of Estimate and Apportionment and the Board of Public Service authorizing and directing the execution and delivery of a Stadium Project Financing, Construction and Lease Agreement (the “Financing Agreement”) by and among The City of St. Louis, Missouri (the “City), SC STL LLC (“SC STL”), and the Land Clearance for Redevelopment Authority of the City of St. Louis (the “Authority”), pertaining to the design, construction, financing and leasing of a new multi-purpose stadium designed to host professional soccer and amateur sports, concerts, and community events (the “Stadium”) to be located on property currently owned by the Missouri Highways and Transportation Commission (the “Commission”) as part of the I-64 at 22nd Street Interchange (the “Property”) and issuance of and provision for repayment of bonds issued by the Authority to finance said facility; authorizing the planning, design and construction of certain public works or improvements related to said facility; authorizing and directing the Mayor and the Comptroller to enter into and execute, on behalf of the City, said Financing Agreement; authorizing and directing the taking of other actions and approvals and execution of other documents as necessary or desirable to carry out and comply with the intent hereof; and containing an emergency clause and a severability clause.
