Overview
If you are a voter in the city of St. Louis and expect to be deployed or temporarily living outside the U.S. on election day, you have the ability to vote with an absentee ballot.
The two options for submitting an absentee ballot are:
- Submit a Federal Post Card Application (FPCA) for voting via mail.
- Register with the Missouri Secretary of State to submit a ballot online.
Preparation
Active duty military, their spouses and dependents, and overseas voters are NOT required to have their signatures notarized.
Instructions
As a Missouri resident, you may vote via Federal Post Card Application or the Missouri Secretary of State website.
Federal Post Card Application
If you are a registered voter and expect to be deployed or temporarily living outside the U.S. on election day and wish to vote an absentee ballot, please download the Federal Post Card Application. Please select if you would like to receive your ballot via email or regular postal mail.
Using the FPCA ensures that your state will send your ballot to you at least 45 days before the election. Send in a new FPCA every January and each time you move. Your application is only good for one year. Also state if you want to receive all elections that you are eligible to vote in or just Federal elections only on application.
If you are not currently registered and are on active military duty, or living outside the United States, you can use the Federal Post Card Application (FPCA) to both register to vote and request an absentee ballot. This form can also be used by military spouses and dependents.
Hostile Environment
If you are a military voter serving in a hostile environment (as defined by the S.O.S. office), there are additional return methods available to you. In addition to the by mail option (above) and the online option (below), you may return your ballot via email or fax:

What to Expect
If you've used Missouri’s Military and Overseas Voting Access Portal, you can use the portal to track your ballot online. If you mail your ballot, you can confirm that your ballot was received by your local election authority by contacting the Missouri election office at elections@sos.mo.gov or (866) 868-3245.
