3500 Illinois project photos
3500 Illinois, in the Marine Villa Neighborhood, just south of Cherokee Antique Row, has been completed and sold to an owner-occupant. Developer Patty Maher, working with rehab contractor City Lights, has been awarded Energy Star Certification for this project, the first residential property in St. Louis to be so recognized. This project used stimulus funding from Neighborhood Stabilization Program (NSP), as well as state historic tax credits and private financing from Pulaski Bank. Completed in a relatively short time, about seven months, the rehab caps a highly successful series of seven CDA rehab projects on the 3500 block of Illinois, all completed and sold to owner-occupants, all utilizing the Missouri Historic Tax Credit Program. As this corner building at 3500 was finished, the block is now a stand-out example of a revitalized block. An open house drew a large crowd of neighborhood boosters and rehab specialists, as well as Congressman Russ Carnahan, who lauded the developer’s accomplishments and the importance of both the state historic tax credits and the city’s use of stimulus funding in saving the building.
