Continuum of Care (CoC) Plan
The US Department of Housing and Urban Development (HUD) awards Homeless Assistance Program funding through what is known as the Continuum of Care (CoC) for a community.

About the Plan
Mandated by the U.S Department of Housing and Urban Development (HUD), the St. Louis City Continuum of Care strategizes and plans a coordinated, comprehensive approach to providing housing and services for people in danger of becoming homeless or experiencing homelessness.
The CoC is responsible for helping to facilitate funding from HUD. Funds include HUD Continuum of Care Program Funds and HUD Emergency Solutions Grant funds.

About Board Membership
Membership in the St. Louis City CoC is open to any individual or organization—nonprofit, for profit, or governmental—that is committed to ending homelessness or assisting people who are homeless or at risk of becoming homeless. Applications for membership are to be submitted to the Chairperson of the Membership committee, and are subject to approval by a majority vote of the Board of Directors. Each member must serve on at least one of the seven CoC committees to be considered an active member.
General meetings are held at least six times per year. The Board of Directors meets at least six times per year as well with meetings alternating months with the General meetings. The Board is made up of the Chair, Vice-Chair, Secretary, the seven Committee Chairs, and six At-Large Members.

Data
The St. Louis City CoC reports aggregated data to the U.S. Department of Housing and Urban Development (HUD) so that HUD can better understand the impact that its funding is having on the goal of ending homelessness in the United States and can allocate the appropriate amount of funding to further that goal. The St. Louis City CoC also routinely reviews and analyzes data so that decisions can be made as to the efficacy of projects, the impact of the types of projects, and to spot gaps in housing and services.
