Summary
The Department of Human Services’ Inclement Weather & Housing Stabilization for the 2022 – 2023 winter season is a robust and comprehensive plan that addresses increased emergency shelter beds, as well as ancillary supportive services. Providing overflow beds without addressing housing and support services does nothing to fill gaps in the system. This plan seeks to help people prevent entering shelter beds, and when that doesn’t work, then provide a quick and rapid exit from the system. The City is offering an unprecedented amount of funds that will fill in previously identified gaps in the winter operational plan of providing for people experiencing homelessness. The City seeks innovative proposals that:
• Prevent inflow to the homeless services system.
• Provide rapid exits from the homeless services system.
• Add emergency shelter overflow beds.
• Engage with Ancillary Support Services.
The purpose of this RFP is to appropriate approximately $1,428,280 towards the Department of Human Services’ 2022/23 Inclement Weather & Housing Stabilization plan. Project types available include Emergency Overflow Shelter, Homeless Prevention, Rapid Rehousing, HMIS, and Ancillary Projects.
