Mayor Tishaura O. Jones Enacts City of St. Louis Budget Following Passage by Board of Aldermen

Mayor Tishaura O. Jones has signed the City of St. Louis’ 2024 budget following its final passage out of the Board of Aldermen this afternoon. 

“This year’s budget continues to make significant investments in our city employees to help improve our hiring and retention.,” said Mayor Tishaura O. Jones. “It also creates an Office of New Americans to make St. Louis a more welcoming city for immigrant and refugee families. I appreciate the work of the Board of Aldermen, whose input strengthened the final budget, as well as Comptroller Darlene Green and President Megan Green for their collaboration at the Board of Estimate and Apportionment.”

The St. Louis region has settled hundreds of new refugees in the past two years. This year’s budget creates an Office of New Americans, which will assist new neighbors in building a life in St. Louis while bringing City government into the 21st century.

“This budget delivers on our promise to hardworking city employees by prioritizing raises across city departments,” said President of the Board of Aldermen Megan Green. “Providing higher wages also puts us on track to build and retain a workforce that meets the needs of our residents.”

Following the raise in last year’s budget, City employees across the board will again receive another 3% on top of their annual step increase. Police officers will receive raises following the ratification of a new union contract, overwhelmingly approved by rank-and-file offices, that promotes local control of our police department after the threat of a state takeover. 

The proposed FY2024 Annual Operating Plan totals $1.3 billion, an increase of 7.3% from the previous fiscal year. The City’s general fund, the largest component of the budget, provides funding for the majority of City services and totals $566.8M. This is an increase of 5.0% from the prior fiscal year. While revenue estimates assume little to no growth in FY2024, the proposed budget is balanced without drawing upon reserves or a reliance on American Rescue Plan Act funds.
