Mayor Krewson Appoints Matt Moak As Executive Director Of Community  Development Administration

Moak is a graduate of the University of Chicago Law School. He has worked in the City’s Counselor’s Office since 2002, serving as a general counsel to the Building Division, and as counsel to various City departments regarding property related matters. He has served as lead counsel on federal and state litigation matters, as deputy city counselor, and as head of the office’s Problem Properties Unit.

Moak’s appointment is effective April 15. He replaces interim Executive Director Bill Rataj, who has held the position since November 2018 following the resignation of Alana Green.

The Community Development Administration is responsible for overseeing and directing public policy, federal programs, and regulations research for urban redevelopment programs. CDA has a staff of approximately 30 people, responsible for approximately $50 million in federally funded programs.

“Matt has done a terrific job in our City Counselor’s Office leading our problem properties unit,” Mayor Lyda Krewson said. “His experience makes him a great fit to lead CDA.” During his tenure at the City Counselor’s Office, Moak and his team collected $2.1 million in fines related to building code violations.

Moak also developed a new expedited foreclosure system for vacant property, resulting in numerous vacant properties being sold and the City recouping more than $2.5 million for expenses incurred cleaning up problem properties.

Before working in the City Counselor’s Office, Moak worked for the Missouri Attorney General’s Office and the St. Louis Circuit Attorney’s Office.
