Report an Historic District Violation

Report a violation via the Citizens’ Service Bureau or directly to the Cultural Resources Office (CRO) if a violation is in progress.

Overview

The Cultural Resources Office makes every effort to enforce the Standards for each historic district. Preserving the context of our historic building protects our shared history, stabilizes neighborhoods, increases property values, and promotes livability.

Whether we receive a complaint directly at our office or forwarded from the Citizens Service Bureau, our staff inspects the property within 24 hours. 

Instructions

  1. Provide the correct address of the property.
  2. Provide a detailed description of the violation (removing historic windows, installing a non-historic front door, etc.), the time of the violation, what you have observed.
  3. If work is currently ongoing, call the Cultural Resources Office at (314) 657-3865 so staff can begin an immediate investigation.
  4. Report the violation online.

Fees

There are no fees to report an historic violation.

What to Expect

  • A Cultural Resources Office staff inspects the property within 24 hours of being notified of a possible violation.
  • When a violation is found, the Cultural Resources Office issues a letter of citation to the property owner.
  • The property owner has 30 days to respond.  
  • In a situation where a property may be about to suffer serious damage, a Stop Work Order may be issued.
  • The property owner has 30 days to apply for a permit for the work. If they neglect to do so, or if the violation is not abated, they will be referred to Housing Court.
