Designation of the Oscar Waring House as a City Landmark is the purpose of the legislation. Designating the home of Oscar Waring will celebrate the contribution of the first African-American Principal of Sumner High School. The Board Bill will ensure the historic exterior appearance of the house is maintained and that a community asset is protected from inappropriate alterations or demolition. The Board Bill includes the following sections: 1. Whereas clauses that denote the significance of Oscar Waring’s contribution to the education of African-Americans in St. Louis 2. Whereas clause stating that the nomination is supported by the Board of Public Service, Planning Commission and Preservation Board 3. Landmark Standards that govern future changes to the building’s exterior appearance 4. Severability Clause 5. Attachments i. Landmark Petition submitted by the owner of the building ii. Fiscal Note
