Personal Property
All tax payers are requires to report all personal property annually. This office does not value personal property but applies value as directed by state law. Personal Property declarations are mailed every January and due back by April 1st.

Real Property
Real estate appraisers actively maintain property records to ensure accurate property characteristics are recorded. The Real Property section is responsible for fairly and equitably valuing property to reflect accurate market value.

Records and Mapping
The Records and Mapping section is responsible for updating parcel ownership records whenever a property sells or is transferred. This section also maintains an accurate map of all parcels within the City limits.

Michael Dauphin, Assessor
Mr. Dauphin is a St. Louis native with a bachelor’s degree in political science from Missouri State and a law degree from St. Mary’s University in San Antonio, Texas.
Before his appointment as assessor, Mr. Dauphin worked as an attorney where he focused on commercial litigation, employment law, product liability/mass tort defense, and contract disputes. He also spent four years as a judicial law clerk for United States District Judge Henry Autrey.
Mr. Dauphin is one of the founding board members of a city charter school. He serves as the president of the Carondelet Park Advisory Board and as the vice president of the Holly Hills Improvement Association.

Shawn Ordway, Deputy Assessor
Mr. Ordway has 35 years of experience in the property valuation profession. Mr. Ordway spent the first part of his career as an independent fee appraiser in mid-Missouri where he performed Residential and Commercial appraisals.
In 2000, Shawn was elected as the Cole County Assessor and has spent the remainder of his career focused on mass appraisal valuation issues. He accepted the position of Ratio Study Manager for the State Tax Commission of Missouri in 2007. Mr. Ordway then joined the City of St. Louis as the Deputy Assessor in 2013.
