City Now Accepting Personal Property Declarations Online

St. Louis residents now have the ability to declare their personal property online following the  recent rollout of a computer-aided mass appraisal system by the Assessor’s Office.

Each January, taxpayers are mailed declaration forms, requesting information that is used by the Assessor’s Office to assess the personal property tax that each taxpayer owes. Residents are required to declare their personal property — primarily vehicles — to the City by April 1st.

The online system will eliminate the need for residents to pay for postage and mail back personal property declaration forms or return them in person. Mail and in-person options will still be available for those who prefer them.

“With this move, we are upgrading a 35 year-old mainframe system to cutting edge technology that will allow us to be more effective, efficient, and accurate in our assessments and provide better service to taxpayers and other city departments,” Assessor Michael Dauphin said.

The new appraisal system is operated by Devnet, Inc. and has been funded by a general obligation bond issue passed in 2016 that dedicated $2.5 million for the Assessor to replace the decades-old appraisal system and to provide a new digital parcel mapping system.
