Overview
A statement of non-assessment is issued to a resident when no personal property tax was assessed for the prior year. This certificate is issued by the City Assessor in lieu of a paid personal property tax receipt when registering a vehicle or renewing license plates.
A Tax Waiver can normally only be obtained in person at the Assessor's Office. In light of the COVID-19 emergency, the Assessor's Office has implemented a procedure to request it online.
Preparation
- Confirm you qualify for a tax waiver. A person qualifies for a tax waiver when:
- They are a new resident to the State of Missouri
or - they did not own a motor vehicle on January 1st of the prior calendar year and have no tax delinquency.
- They are a new resident to the State of Missouri
Instructions
To obtain a Personal Property Tax Waiver:
In Person
- Go in person to the Assessor's Office located at:
1200 Market St
Rooms 115 &117
St. Louis, Mo 63103
- Register for the Virtual Lobby.
- Present the following documents:
- The vehicle's title or the bill of sale
- Proper identification: Driver's license or a photo ID
Online
To obtain an online waiver, the resident must provide:
*Please make sure you are a resident of ST. LOUIS CITY, not St. Louis County, prior to sending the documentation listed below.
- Copy of their driver's license.
- Copy of each car title (front and back), registration or renewal (front and back) and confirmation of their current address.
- Email the request for the waiver with the requested copies of the documents to assessor-personalproperty@
stlouis-mo.gov
Fees
There are no fees for this service.
What to Expect
If you are eligible you will receive a receipt of your Tax Waiver for Non-Assessment of your property.
Waivers processed online will be mailed to the taxpayer via USPS. They cannot be emailed.
Additional Information
Relocation
If you have recently moved to the City of St. Louis, you must obtain your property tax waiver from the county in which you lived on January 1st.
