The Office on the Disabled assists the City in complying with the Americans with Disabilities Act (ADA).
About Us
The Office on the Disabled assists the City's being in compliance with the Americans with Disabilities Act (ADA). The Office also assists the City in making it one that welcomes people of all disabilities as full and equal participants in the community. The City of St. Louis does not discriminate against individuals with disabilities in violation of the Americans with Disabilities Act.
As such, this Office provides assistance to people who have all types of disabilities, including but not limited to hearing, seeing, mobility, developmental, and psychiatric.

Accessible Travel For All
The Office on the Disabled in Saint Louis is proud to be a part of the Coalition of Municipal Offices for Persons with Disabilities, a national group with members from Chicago, Houston, Cambridge, Los Angeles, Boston, San Francisco, Philadelphia, and New York City. This coalition has sent Secretary Pete Buttigieg a memo about improving transportation options for people with disabilities around the country. Learn about recommendations regarding airline travel, ground travel, paratransit, on-demand transportation, and autonomous vehicles.
Sign Language Interpreting
The Office on the Disabled has a sign language interpreter on duty in Room 30 of City Hall each Friday morning that City Hall is open from 8:00 a.m. to 12:00 noon. The interpreter will provide communications services for any citizen who comes in for assistance.
If you need a sign language interpreter outside of those hours, call or email the Office on the Disabled at least 72 hours before you will need the interpreter at 314-622-3686.
ADA Self-Evaluation and Transition Plan
The City of St. Louis is developing an Americans with Disabilities Act (ADA) Transition Plan that combines all of the City’s past accessibility efforts, and examines access to City buildings, parks, and public rights-of-way. You can take part in helping to develop a plan to eliminate barriers to access by filling out the online survey.
Notice Under the Americans With Disabilities Act
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of St. Louis will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.
Employment
The City of St. Louis does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.
Effective Communication
The City of St. Louis will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City of St. Louis programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.
Modifications to Policies and Procedures
The City of St. Louis will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in the offices of the City of St. Louis, even where pets are generally prohibited.
Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the City of St. Louis, should contact the office of David J. Newburger, Commissioner on the Disabled, Office on the Disabled, City Hall, Room 30, 1200 Market Street, St. Louis, Missouri 63103 as soon as possible but no later than 48 hours before the scheduled event.
The ADA does not require the City of St. Louis to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.
Individuals working for the City with job related issues should follow the procedure stated in City of St. Louis Department of Personnel Administrative Regulation No. 103. Any other complaint that a program, service, or activity of the City of St. Louis is not accessible to persons with disabilities should be directed to David J. The City of St. Louis will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.
