Position Specifications
Incumbents in this position are responsible for managing and monitoring a team of grants administrators and community development specialists responsible for administering State and Local Fiscal Relief Funds (SLFRF) awards for the City of St. Louis’s Community Development Administration (CDA). Duties include developing and implementing SLFRF compliance policies and procedures (internal controls, applications processes, approval checklists) to ensure funds are disbursed and reported in compliance with federal, state and local law. This entails drafting and negotiating subrecipient agreements, contracts, intergovernmental agreements, development agreements, loan agreements, deed restrictions, board bills, and programmatic reporting as needed to ensure federal compliance. This includes developing technical assistance and compliance training for CDA's subrecipients/partners, and working with Grant Administrators and Community Development Specialists to prevent and resolve compliance issues.

Minimum Qualifications
A Bachelor's degree in Business or Public Administration, or closely related field; plus five years of grants administration experience including at least two years in a management capacity. OR an equivalent combination of education, training, and experience.
License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. DESIRABLE QUALIFICATIONS: A law degree from an accredited college or university and/or prior experience managing and administering federal grants is highly desirable.

VETERAN'S PREFERENCE POINTS: To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request. The Director of Personnel may, in their discretion, accept alternate documentation.
CITY RESIDENTS’ PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
