Position Specifications
Incumbents in this position are responsible for planning, directing, and managing the Classification and Compensation function of the Department of Personnel. Duties include: Establish and administer the preparation revision to maintain the City’s classification plans. Develop and analyze internal salary relationships between classification ranges, while overseeing the approval of all personnel actions resulting in pay changes. Provide direction with major projects leading to assignment of positions to existing classifications, and creating new and/or existing specifications. Conduct and review job audits for approval/denial of staff request for evaluations. Monitor and approve new job descriptions of which determines FLSA exemption status for new and existing positions. Proficient with the classification actions, pay administration polices, survey techniques /salary to interpret with the department of personnel and directors. Monitor and Interpret the changes in laws and regulations that could potentially affect compensation, policy and procedural changes. Maintain knowledge of all federal, state and local statues and regulations of the classification/compensation administration. Participate and assist in the review/revision of personnel rules and procedures which may impact functions, including issues that may occur. Communicate and advise with department officials about reorganizing and planning within classification/compensation admin. Diligently engaging in a variety of complexed activities including: job analysis, audits, job description development, market salary analysis and problem solving. Develop ad hoc reports summaries and other reporting as required, conducting research and recommendations for improvements in practices and procedures as applicable.

Minimum Qualifications
A Bachelor’s degree in Human Resources, Business or Public Administration, Industrial Psychology, Finance or a directly related field; Minimum five years of professional human resources experience with 3 years professional compensation or classification experience that includes 2 years employee supervision. OR an equivalent combination of education, training, and experience. Education conversion will equal 2 years of specialized experience for an Associate’s Degree, 4 years of specialized of experience for a Bachelor’s Degree and 6 years of specialized experience for a Master’s Degree. Certified Compensation Professional (CCP) is preferred.

CITY RESIDENTS PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
