Kolb Grading LLC Awarded Final Site Preparation Contract

Land Clearance for Redevelopment Authority Holdings Corporation (LCRAH) is managing site preparation of the 97-acre future site of the National Geospatial-Intelligence Agency (NGA). The LCRAH Board approved the selection of Kolb Grading LLC as the most responsive bidder and directed staff to begin negotiations with the contractor to complete soil remediation, utility removal, demolition of the three remaining structures, construction of stormwater drainage; and grading of the entire site. This signals the last large-scale site preparation contract award for the Next NGA West site.
Kolb Grading LLC is a woman-owned firm, operating primarily in the Greater St. Louis Area. During its 57 years in business, Kolb has developed into one of the largest earth moving and deep utility contractors in the Midwest. Kolb has participated in major excavation and remediation projects such as St. Louis International Airport Expansion, Times Beach, Weldon Spring Super Fund Site, and North Park.
The firm anticipates reaching a 50% minority, 5% women, and 20% city resident participation goal. In addition, the contractor will offer training on-site at Rhema Church. Site work is slated to begin August 11 and to be completed in February 2018.
LCRAH has controlled the site since December 2016, and since then, work to prepare the site by: relocating residents and businesses, removing and redirecting utilities, vacating streets and alleys, performing archaeological investigation, and completing 132 demolitions. The Buster Brown demolition will be complete by September 1 of this year. In 2018, the site will be transferred to the Air Force to commence construction of the Next NGA West.
