FY2024 Budget Process
On April 24, 2023, the Board of Estimate and Apportionment (E&A), made up of the Mayor, the Comptroller and the President of the Board of Aldermen (BOA) approved the FY24 proposed budget with amendments. This amended version was submitted to the Board of Aldermen on April 28, 2023.
The next stage in the process is for the Budget and Public Employee Committee (formerly the Ways and Means Committee) of the BOA to conduct its own public hearings in May and June on the various segments of the Budget. Budget and Public Employee will typically consider a number of amendments with any requested additions requiring approval from the Board of E&A. The Board of E&A will typically consider these changes as its meeting in June such that Budget and Public Employee can then send it to the full BOA for final adoption. The BOA may reduce the amount of any item in a budget bill except amounts fixed by statute of ordinance obligations. The BOA may not increase any appropriation amount nor insert new items unless specifically approved by the Board of E&A. If the BOA does not approve a budget by the beginning of the fiscal year, the proposed budget by the Board of E&A shall be deemed to have been approved by the BOA. The FY2024 budget will go into effect July 1, 2023.
