BPS President Richard T. Bradley, P.E. was originally appointed by Mayor Francis Slay in June of 2009, reappointed by Mayor Lyda Krewson in April 2017, and Mayor Tishaura O. Jones in May 2021. Mr. Bradley is responsible for the President’s Office which overseas the planning, design and construction of all public works projects and contracts in the City of St. Louis.
As BPS President, Mr. Bradley is also responsible for the Equipment Services Division which manages, maintains and fuels the City’s fleet including fire apparatus, ambulances, Police vehicles, light and heavy duty vehicles, as well as construction and maintenance; the Facilities Management Division which manages, maintains, and provides support for all aspects of City owned buildings and facilities; and oversees the management and operation of the Soldiers Memorial Military Museum; and the Special Events Office for the City of St. Louis. Mr. Bradley serves as the presiding officer at all weekly Board of Public Service meetings.
Mr. Bradley is a native St. Louisan and has been employed by the City of St. Louis since May of 1988. He has held the positions of Civil Engineer I, Civil Engineer II, Civil Engineer III and Engineering Manager I for the Board of Public Service. He has also held the position of Chief Engineer and Assistant Airport Director of the Planning and Engineering at St. Louis- Lambert International Airport.
Mr. Bradley is a graduate of the University of Missouri at Rolla and holds a Bachelor of Science Degree in Civil Engineering. He is a Registered Professional Engineer in Missouri and Illinois. Mr. Bradley is a member of the Missouri Society of Professional Engineers, the National Society of Professional Engineers, the American Society of Civil Engineers, the American Public Works Association, the American Association of Airport Executives, the Engineers' Club of St. Louis and the Circle Club. Mr. Bradley is Commissioner on the City of St. Louis Planning Commission, a member of the Board of Directors for the St. Louis Sports Commission, and numerous other community boards and committees.
In 2009 Mr. Bradley was selected by the St. Louis Chapter of the Missouri Society of Professional Engineers as the Outstanding Professional Engineer in Government for the St. Louis Region. In April of 2009, he was inducted into the Missouri University of Science & Technology (UMR) Academy of Civil Engineers. In 2014 he was inducted into the Missouri Science and Technology Chapter of Chi Epsilon as an Honor Member.
