BOARD BILL NO. 392 INTRODUCED BY ALDERMAN GREGORY CARTER An ordinance, recommended and approved by the Board of Estimate and Apportionment, authorizing the Mayor of the City of St. Louis, on behalf of the City, to apply for funding under the United States Department of Housing and Urban Development (HUD) Office of Healthy Homes and Lead Hazard Control being offered pursuant to a Federal Fiscal Year 2008 Notice of Funding Availability (the “NOFA”) for the Lead Hazard Reduction Demonstration Grant (LHRD) and the Lead Hazard Control Grant (LHC) Programs, authorizing the Mayor and the Comptroller on behalf of the City to enter into and execute agreements with HUD for the receipt of Fiscal Year 2008 Lead Hazard Reduction Demonstration and LHC funds, appropriating the sum of a maximum federal obligation of Four Million Dollars ($4,000,000) awarded through the LHRD Grant Program , appropriating the sum of a maximum federal obligation of Three Million Dollars ($3,000,000) awarded through the LHC Grant Program and directing the Director of Public Safety and the Building Commissioner, the Health Commissioner and Director of the Community Development Administration (CDA) to contract with municipal agencies, non-profit corporations and other entities as necessary for the expenditure of LHRD and LHC funds for the purpose of expansion and continuation of the Mayor’s Lead Safe St. Louis Comprehensive Action Plan which will include activities such as lead screening, testing, outreach, education, inspection services, clearance testing, lead hazard remediation, enforcement, temporary relocation , administration, and directing the Comptroller to issue warrants thereon upon the City Treasury; and containing an emergency clause.

BOARD BILL NO. 207 INTRODUCED BY ALDERMAN CRAIG SCHMID An ordinance prohibiting the issuance of any package or drink liquor licenses for any currently non-licensed premises within the boundaries of the Twentieth Ward Liquor Control District, as established herein, for a period of three years from the effective date hereof; containing an exception allowing, during the period, for the transfer of existing licenses, under certain circumstances, and the issuance of a drink license to persons operating a restaurant with at least 50% food sales at a previously non-licensed premises, or operating a premises with at least 35% food sales and complying with other requirements set forth herein; and containing an emergency clause.

BOARD BILL NO. 18 INTRODUCED BY ALDERMAN FRED WESSELS An ordinance intended to eliminate, reduce and remedy discrimination in housing, employment, education, services, public accommodations, and real property transactions and uses, to provide equal opportunity enforcement, and to bring the laws of the City of St. Louis into substantial compliance with the Federal Fair Housing Act by repealing ordinance 62710 and enacting in lieu thereof an ordinance amending and restating the previous ordinance, and containing a penalty clause, a savings clause, a severability clause, a clause providing for judicial review, a clause providing for liberal interpretation of this ordinance, and an emergency clause.

An ordinance amending Section 20.16.060 of Section One of Ordinance 51232 pertaining to the proper numbering of houses and structures in the City of St. Louis by requiring such numbers to be at least four inches high at both the street entrance and alley entrance and an emergency clause.

An ordinance repealing Ordinance 50038 and enacting a new ordinance pertaining to prohibiting installing, possessing or operating in any motor vehicle in the City of St. Louis any device for the producing or reproducing of sound at any time with louder volume than is necessary for convenient, normal hearing for the persons who are in the vehicle in which the device is being operated and who are voluntary listeners: further prohibiting the operating of any device for the producing or reproducing of sound at any time with louder volume than is necessary for convenient, normal hearing for the persons who are in the room in which the device is being operated and who are voluntary listeners; containing penalty provisions, including fines; seizure and impoundment of vehicles for evidence; and containing an emergency clause.

An ordinance pertaining to noise; repealing Paragraph (7) of Section One of Ordinance 41720, approved on January 4, 1940, and codified as Section 15.50.080 of the Revised Code, and enacting in lieu thereof a new ordinance prohibiting construction, demolition and excavating within one thousand (1,000) feet of a residential property, including excavation, demolition, alteration or repair of any building, land clearing, land grading or road and utility construction within one thousand (1,000) feet of a residential property before 6:00 a.m. and after 11:00 p.m., Monday through Friday, and before 6:00 a.m. and after 12 Midnight, Saturday and Sunday, except in case of an urgent necessity in the interest of public safety; containing definitions and an emergency clause.

An ordinance pertaining to graffiti; prohibiting any person from placing graffiti upon any public or private property within the City of St. Louis; making it unlawful for any person to maintain graffiti that has been placed upon, or allow graffiti to remain upon, any surface within that person's control, possession or ownership when the graffiti is visible from a public street, public alley, other public right-of-way and other public property; declaring that graffiti is a public nuisance; further establishing a procedure for removal of graffiti from private property under the direction of the Forestry Commissioner; containing definitions, a penalty clause and an emergency clause.

An ordinance submitting to the qualified voters of the City of St. Louis a proposed amendment to the Charter of the City of St. Louis repealing Paragraph (h) of Section One of Article XVIII of the Charter of the City of St. Louis relating to the definition of the term “Excepted Position” as it applies to the civil service system and enacting in lieu thereof is a new Paragraph (h) for Section One; providing for an election to be held thereon; and for the manner of voting thereat and containing an emergency clause.

An ordinance submitting to the qualified voters of the City of St. Louis a proposed amendment to the Charter of the City of St. Louis repealing Paragraphs (d) and (g) of Section Three of Article XVIII of the Charter of the City of St. Louis relating to the certification and appointment of eligible candidates for city employment and further providing for temporary appointments to competitive positions within the civil service system and enacting in lieu thereof is new Paragraphs (d) and (g) for Section Three; providing for an election to be held thereon; and for the manner of voting thereat and containing an emergency clause.

An ordinance pertaining to motorcycles and motorized bicycles; amending Sections 17.02.300 and 17.02.315 of Section Two of Ordinance 58448 defining “motor vehicle” and “motorized bicycle”; further amending Section 17.18 of Section One of Ordinance 57831 to provide that the provisions of such section shall apply to motorized bicycles; containing a penalty clause and an emergency clause.

An ordinance prohibiting the issuance of any package or drink liquor licenses for any currently non-licensed premises within the boundaries of the Twentieth Ward Liquor Control District, as established herein, for a period of three years from the effective date hereof; containing an exception allowing, during the moratorium period, for the transfer of existing licenses, under certain circumstances, and the issuance of a drink license to persons operating a restaurant at a previously non-licensed premises; and containing an emergency clause.
