Amending the Lead Poisoning Law
This ordinance amends the Lead Poisoning Control Law for the City of St. Louis by requiring certain building permits issue only following an inspection of lead hazards and certification that hazards will be addressed by qualified contractors and workers. These requirements will ensure hazardous lead conditions are effectively abated by contractors observing high standards for the safety of occupants and tenants, workers, and the surrounding community. Under current law, certain lead abatement projects require prior notice to the state. This Ordinance enacts penalties against lead abatement contractors who fail to comply with notification requirements under Missouri State law, and other notification requirements as set out in this ordinance. Contractors failing to provide initial notice under State law and this City Ordinance will be subject to a stop work order, suspension of City work permits on the instant work site, and a fine. Work may recommence upon payment of fine, compliance with notice requirements and the Building Commissioner’s satisfaction the contractor has complied with other permitting conditions. Lead abatement contractors who persistently fail to provide notification under State and City law shall forfeit their privilege of conducting lead abatement projects in the City of St. Louis. The Building Commissioner and City of St. Louis Lead Inspection and Hazard Control Division shall receive complaints regarding violations of this ordinance and accordingly conduct investigations, including through periodic inspections of lead abatement projects to determine on-site compliance with federal, state, and local regulations, permits, and project notifications submitted to the building Commissioner.

Redevelopment Plan for the Cass Ave./N. 14th St./O’Fallon St./Hogan St. Redevelopment Area
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Cass Ave./N. 14th St./O’Fallon St./Hogan St. Redevelopment Area. The proposed redevelopment consists of selective demolition, the construction of new multi-family buildings and the renovation of several of the existing multi-family buildings in the Carr Square neighborhood. The prospective redeveloper plans four phases of development, and the first phase has begun with constructing 45 new units, and renovating 86 of the existing units, all ranging from 1-3 bedrooms, at the cost of $ 17.9 million.. This Board Bill will allow for up to a 15-year tax abatement at 75 percent.

Waste Disposal Fines

Civilian Oversight Board
The proposed bill provides for independent investigations of law enforcement misconduct and use of force incidents. The bill repeals Ordinance Number 69984, as amended by Ordinance Number 70532, and enacts in lieu thereof an ordinance that reconstitutes and provides staff support for the Civilian Oversight Board (COB) and provides coordination and staff support for the Detention Facility Oversight Board (DFOB) created under Ordinance 71430. The bill also establishes the Division of Civilian Oversight within the Department of Public Safety, and authorizes the establishment of the Public Integrity Unit, directed by the Circuit Attorney in the City of St. Louis.

NGA West Facilities Modernization Project
The overall purpose of this Board Bill is to approve a Second Amended and Restated Financing Agreement among the City, the LCRA and the State of Missouri in connection with funding certain infrastructure improvements that are needed for the NGA West project and that benefit the surrounding neighborhoods.
Pursuant to the First Amended and Restated Financing Agreement dated as of December 21, 2016 (and authorized by Ordinance No. 70074), the City agreed to contribute $1,500,000 annually of earnings tax revenues generated from NGA employees through Fiscal Year 2046 and the State agreed to contribute between $5,750,000 and $5,950,000 annually of withholding tax revenues generated from NGA employees through Fiscal Year 2046 to repay bonds issued by the LCRA.
The LCRA’s bonds, issued in 2017, generated approximately $103,500,000 in available project funds. These funds, together with a $13,000,000 line of credit secured from the St. Louis Municipal Finance Corporation (via a lease financing using the 1520 Market building as collateral) and approximately $40,000,000 in proceeds from the sale of State-issued Brownfield Tax Credits, were used to assemble property for the NGA West project, prepare the site for transfer to the federal government, and construct certain infrastructure improvements benefitting the NGA West project and the surrounding neighborhoods, including improvements to the I-64/Jefferson Avenue interchange, the Jefferson Avenue corridor and 20th Street.
The proposed Second Amended and Restated Financing Agreement will increase the City’s annual contribution by $650,000 and the State’s annual contribution by $850,000. This additional funding will allow for an additional series of bonds to be issued. The proceeds from the additional bonds, estimated at approximately $22,500,000 based on current interest rates, will be used to fund additional infrastructure benefitting the NGA West project and the surrounding neighborhoods, including, without limitation, improvements to Cass Avenue, 22nd Street and St. Louis Avenue.
As a result of the Second Amended and Restated Financing Agreement and the additional bonds, the City’s current combined lease payments on the 1520 Market building and financing agreement payments will be reduced from a total of $58.5 million over Fiscal Years 2022 - 2046 to $57.155 million, resulting in a total payment savings to the City of approximately $1.35 million, while funding over $20 million of infrastructure improvements in North City.

The Geospatial Protection and Enhancement Special Use District (“GPE-SUD”)
Board Bill would establish The Geospatial Protection and Enhancement Special Use District (“GPE-SUD”) for approximately a 958 acre site surrounding and within 2500 feet of the perimeter of the Next NGA West Campus located at the Northeast corner of Jefferson Avenue and Cass Avenue. The Special Use District Overlay zoning district, as permitted in the enabling Ordinance 66941, would prohibit certain uses that would otherwise be allowed in the underlying zoning districts “A” Single-Family Dwelling District, “B” Two-Family Dwelling District, “C” Multiple-Family Dwelling District, “D” Multiple-Family Dwelling District, “E” Multiple-Family Dwelling District, “F” Neighborhood Commercial District, “G” Local Commercial and Office District, “H” Area Commercial District, “J” Industrial District, and “K” Unrestricted District.
The GPE-SUD overlay zoning district would prohibit certain uses that would, if allowed to exist within the proposed GPE-SUD area, impede communications, endanger NGA operations and pose a threat to NGA’s mission.

General Obligation Public Improvement Bonds
This Board Bill seeks to authorize submission to qualified electors a proposal for the issuance of up to fifty million ($50,000,000) of general obligation public improvement bonds. Utilizing the current property tax levy, there will be no tax increase. With an election due to be scheduled for a redistricting ballot measure in April 2022 there are no additional costs associated with this bill.
If approved, funds raised from the subsequent issuance would be available to use for the following purposes: (1) resurfacing arterial streets and bridges, (2) design and construction of a Public Safety Answering Point (PSAP) a new state-of-the-art Emergency Operations Center combining Police, Fire, EMS, CEMA, and Citizen Service Bureau (3) design and construction of pedestrian and bicycle transportation facilities, (4) maintaining the safety and security of the jails and improving public safety (5) providing match share funds, where applicable and necessary, to utilize funds made available under the American Recuse Plan Act of 2021 and the Infrastructure Investment and Jobs Act of 2021 in furtherance of any of the cited projects herein and, (6) replacing, improving, renovating and maintaining buildings, bridges, and equipment of the City of St. Louis including neighborhood recreation centers and fire houses, and (7) for expenses associated with the issuance of the bonds.
The City’s backlog of unmet infrastructure needs greatly exceed the amount of federal assistance expected by the City in the near future. These funds will enhance the City’s ability to provide matching grant funds to apply for competitive grants and offer the opportunity to begin design work in advance of future federal assistance and secure materials in an effort to mitigate project delays due to supply chain issues.

Electric Vehicles for Senior Services Grant
The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), accept a grant award from FORTH in the amount $60,000.00 to cover transportation costs and expenses serving senior citizens in St. Louis through contracting the use of electric vehicles with Northside Senior Center and City Seniors Center from 2021 to 2023. Bill will assist FORTH in fulfilling contractual requirements under its United States Dept. of Energy (DOE) funded project.
This bill authorizes the Director of DHS to accept and approve the appropriation to expend grant funds for the purposes and uses to assist with supporting the use of Electric Vehicles to deliver meals and provide transportation services to senior citizens in St. Louis. FORTH will provide funds to purchase/lease the electric vehicles and cover the cost to install electric charging stations for vehicles used by Northside Senior Center and City Seniors Center. Through the use of electric vehicles, Senior St. Louisans who rely on services from contracting organizations will have access to transportation that will assist in providing meals and transportation for daily errands and appointments.
