The 2024 open enrollment period is April 24-May 12, 2023.

Overview

  • Open enrollment dates: April 24 through May 12, 2023.
  • Making NO changes? Then NO action is required from you.
  • Adding dependents to coverage? Complete the required enrollment form and provide dependent proof. Required documentation is available here.
  • Removing dependents from coverage? Complete the required enrollment form.

Coverage will be effective June 18, 2023. Deductions will display on the pay stub dated July 7, 2023.

Open enrollment closes at 4:30 P.M. On Friday, May 12, 2023.

Medical Plans

The City of St. Louis will continue to offer employees medical insurance coverage through Anthem Blue Cross and Blue Shield and pharmacy benefits through Express Scripts for the next fiscal year. There will be NO increase in employee contributions. The contributions will remain the same as they are for this year and are on page 15 of the Anthem open enrollment booklet. The benefits under the medical insurance plans will remain the same with the following benefit improvements:

Benefit Improvement

Expanded Vision Plan – Eyeglasses and contact lenses are now covered. You can buy eyewear from the Anthem network eye doctor or from a variety of popular regional and national stores, such as LensCrafters, Pearles Vision, Target Optical Plus, you will have access to online providers including Glasses.com, ContactsDirect, 1-800 CONTACTS, and Ray-Ban.com. The details of this new benefit are on page 10.

Future Benefit Improvement

You will be eligible for assistance covering multiple condition care including Diabetes, Hypertension, Musculoskeletal and weight management. This new benefit will provide a state-of-the-art program with access to one-on-one health coaching, specialist support, and smart devices to help you lose weight, manage diabetes, lower blood pressure, and treat joint and muscle pain. Be on the lookout for more details on this new program and the exact start date following open enrollment.

Dental Plans

We will continue to offer dental coverage through FCL Dental Source (City Plans Only) and the Delta Dental of Missouri Plans. There will be NO change in the premium contributions for the Dental plans this year and there will be no change in dental benefits in either plan.

Life/Optional Life/AD&D Plans

City and Police Division Life Insurance benefits which include the Basic Life, Optional Life, and Accidental Death and Dismemberment (AD&D) will have NO change in premiums and the benefits will remain the same.

Optional Dependent Life Insurance

Beginning June 18, 2023, the current combined Optional Dependent Life Insurance Plan for spouse and children will be replaced with separate plan options for spouse and children. The Spouse benefit will increase to a minimum death benefit of $50,000. Additional coverage amounts can be purchased in increments of $25,000 up to $250,000. The premium for this coverage will be based on your (the employee’s) age using the current Employee Optional Life rates. 2023-2024 Open Enrollment is the only time you will be able to enroll your spouse in this plan for $50,000 in coverage WITHOUT providing Evidence of Insurability (EOI). Amounts over $50,000 and future enrollments require EOI on your spouse.

The Dependent Child Optional Life benefit will be increased to $20,000. Child Life covers one or more of your eligible children from live birth to age 25. No EOI is required for children. The bi-weekly rate for the Dependent Child Optional Life will be $1.50, regardless of the number of children you enroll.

You may choose to elect Spouse Coverage, Child(ren) Coverage or both.

Note: This dependent life insurance plan is new, therefore you must enroll in the plan if you wish to elect it. All previous elections will be cancelled.

Changes may represent a rate increase for you so please review the rate information from the Standard on the City Website.

Long Term Disability Plans

There will be NO increase in the rates for the LTD Buy Up plan.
