Welcome to the Communications Division for the City of St. Louis. The Communications Division is home to the local government access channel known as STL TV. STL TV is a resource for residents and businesses to follow the workings of local government. Programs like the weekly coverage of the Board of Aldermen meetings, Mayoral press conferences, and special events are provided to keep residents informed and engaged in government activities.
The Division has a regulatory function and is charged with enforcing Chapter 23.64 of the city revised code regarding communications transmission systems built using the city right of way. We handle all licensing of networks built by private businesses and commercial institutions, process permits for telecom construction and monitor compliance matters on behalf of the Board of Public Service.
We also enforce cable franchise ordinances and monitor the performance of the cable franchise grantee, resolving complaints received by subscribers and ensuring contractual compliance.
